Statement on Federal Emergency Assistance for Louisiana
The President today declared an emergency exists in the State of Louisiana and ordered Federal aid to supplement state and local response efforts in the parishes located in the path of Hurricane Katrina beginning on August 26, 2005, and continuing.
The President’s action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives, protect property and public health and safety, or to lessen or avert the threat of a catastrophe in the parishes of Allen, Avoyelles, Beauregard, Bienville, Bossier, Caddo, Caldwell, Claiborne, Catahoula, Concordia, De Soto, East Baton Rouge, East Carroll, East Feliciana, Evangeline, Franklin, Grant, Jackson, LaSalle, Lincoln, Livingston, Madison, Morehouse, Natchitoches, Pointe Coupee, Ouachita, Rapides, Red River, Richland, Sabine, St. Helena, St. Landry, Tensas, Union, Vernon, Webster, West Carroll, West Feliciana, and Winn.
Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Debris removal and emergency protective measures, including direct Federal assistance, will be provided at 75 percent Federal funding.
Representing FEMA, Michael D. Brown, Under Secretary for Emergency Preparedness and Response, Department of Homeland Security, named William Lokey as the Federal Coordinating Officer for Federal recovery operations in the affected area.

This is just horrible, there is no reason that these ppl should be treated like this. Then you see shit like this which is crazy. Instead of defending their homes with guns they should be out there and handing out what ever food and/or water that they have. The territorialness of humans in a time like this is sickening.
Gov. Kathleen Babineaux Blanco said she was “furious” about the looting. “What angers me the most is disasters tend to bring out the best in everybody, and that’s what we expected to see,” Ms. Blanco said at a news conference. “Instead, it brought out the worst.”
It sure didnt bring out the best in the planning and executing part of the state and federal governments.

Utah Rave…busted?
Our weekly trip to the record store is always interesting. We go there for equal parts record shopping and chatting, and its becoming less the former and more the latter. Talking to Jeff he told me about this Utah Rave getting busted (video footage here ) This is some really scary stuff. Swat team, helicopters, assault riffles, and attach dogs. This was a totally legit rave, permits were in hand, security and insurance, everything that was needed for an expect 3,000 person event. So why? Is this practice for the SWAT team, pick on a bunch of ravers as if there were a group of terrorists, knowing that it would be hard for them to get the public on their side because of the bad rap that electronic music and dance culture has in this country. This discussion at the daily kos seems to lean in the direction of “well this is utah, a very conservative state”. Here is an everything2 link which has more eye-witness accounts of the raid. This is truly disturbing.
